3.2 Budgets
A budget is the tool an airport manager should use to align the financial needs and goals of the airport with the available revenue. It may also be used to demonstrate the need for increased revenue to meet the airport’s expenses. An airport may have more than one type of budget to align with its function. The two primary types of budgets are operating and capital.
