5.10 Project Implementation
There are multiple phases to an airport project’s implementation, and they start several years before construction with planning, environmental analysis, grant programming, and consultant selection. The design and construction phases include a predesign meeting, design review meetings, engineer’s report, project specifications, FAA plan review, public bid process, preconstruction meeting, construction coordination meetings, final inspection, change orders, and construction closeout. As part of the design effort, FAA Forms 7460 and/or 7480 typically must be submitted.

FAA Advisory Circular 150/5100-14: Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects
Provides guidance for airport sponsors in the selection and engagement of architectural, engineering, and planning consultants. It also discusses services that normally would be included in an airport grant project, types of contracts for these services, contract format and provisions, and guidelines for determining the reasonableness of consultant fees.
FAA Advisory Circular 150/5345-53: Airport Lighting Equipment Certification Program
Provides information on how an organization can get FAA acceptance as a third-party certification body (third-party certifier) and how manufacturers may get equipment qualified under the program. It includes a list of the equipment certified under the program.
FAA Advisory Circular 150/5370-2: Operational Safety on Airports During Construction
Provides guidelines for operational safety on airports during construction. Principal changes include prohibiting construction in safety areas when an associated runway or taxiway is open, providing guidance for incorporating safety risk management, and including checklists for writing construction safety and phasing plans (CSPPs) and for daily inspections.
FAA Advisory Circular 150/5370-10: Standards Specifications for Construction of Airports
Provides standards relating to materials and methods used for the construction of airports. Items covered include general provisions, earthwork, flexible base courses, rigid base courses, flexible surface courses, rigid pavement, fencing, drainage, turfing, and lighting installation.
FAA Advisory Circular 150/5370-12: Quality Management for Federally Funded Airport Construction Projects
Provides information on the planning and oversight of airport construction projects accomplished under the FAA’s Airport Improvement Program (AIP).
FAA Airport Improvement Program (AIP) Grant Oversight Risk Model Policy
Describes the FAA’s risk-based approach to grant oversight and associated documentation by identifying the appropriate level of oversight for an airport sponsor. Describes the risk factors considered, the risk level definition, and the FAA oversight responsibilities for each risk level.
FAA Airports AIP Grant Payment and Sponsor Financial Reporting Policy

FAA Form 5100-32: Project Plans and Specifications—Airport Improvement Program Sponsor Certification
Used by airport sponsors to certify they have prepared or will prepare the plans and specifications in accordance with key requirements for projects funded under the AIP.
FAA Form 5370-1: Construction Progress and Inspection Report
Used to report progress on projects funded under the AIP.
FAA Form 7460-1: Notice of Proposed Construction or Alteration
Required to be filled out for the proposed construction on or in the vicinity of an airport to allow the FAA to evaluate potential airspace impacts.
FAA Form 7480-1: Notice for Construction, Alteration, and Deactivation of Airports
Required to be filed to notify the FAA at least 90 days before construction, alteration, activation, deactivation, or change to the status or use of a civil or joint-use (civil/military) airport.
FAA Memorandum: Review of Construction Plans and Specifications for AIP-Funded Projects
Provides information to regional and airports district office (ADO) program managers and engineers about the FAA review of construction plans and specifications for AIP-funded projects.
FAA Obstruction Evaluation/Airport Airspace Analysis (OE/AAA)
Allows the electronic filing of FAA Forms 7460-1 and 7480-1 to evaluate planned construction or alterations which may affect navigable airspace.
FAA Order 5100.38: Airport Improvement Program (AIP) Handbook
Referred to as the AIP Handbook. Provides the policies and procedures on the implementation of the AIP based on the enabling legislation. It covers who is eligible for an AIP grant; what projects can be funded and the required project justification; project procurement requirements; allowable costs; the grant process, oversight and payments; letters of intent; State Block Grant program; Military Airport Program; Innovative Finance Demonstration Program; Voluntary Airport Low Emissions Program (VALE), and other programs. The appendices of this document detail the requirements for specific types of projects.
