Update Administrative Rules (65)
Description:
To support transition and growth, administrative rules will need to be updated. Specifically, new legislation may require new rulemaking, or it may require changes to existing rules. Further, existing rules may need or benefit from refinement or updates to best support program growth.
Details:
Empowered agencies should follow the standard rulemaking process, whether formal or informal. Agencies are informed by lessons learned from the existing program, with the understanding that the program is growing. Agencies update administrative rules to prepare for vehicles to be added each year, hire new staff, update systems, add commercial account managers, refine customer service, and update operational policies.
Primary Use:
Update administrative rules for growth and transition.
Best Practices/Lessons Learned:
- Review changes in law and determine implications for updated rulemaking.
- Leverage lessons learned on existing RUC rules from one’s own state and other states.
- Involve vendors and get suggestions for updated rulemaking. Remember that not all of these suggestions must be accepted.
- Keep logs of lessons learned on rulemaking.
State Government Context and Assumptions:
The rulemaking-empowered agency, which may or may not be the lead RUC agency, follows the rulemaking process for formal administrative rules and makes informal rules as needed or appropriate.
