Description:

Business rules and operational policies will need to change to support growth and transition. These changes may result from the growth-enabling legislation or from lessons learned while operating the small-scale program and studying other state approaches. This building block details making changes to business rules and operational policies following changes in circumstances.


Details:

At a minimum, business rules and operational policies will need to be updated to implement new vehicle mandates or to incorporate new vehicle classes included in the law. Implement lessons learned during the small program, given that the program is growing. Specifically consider changes to the following:

  • Mileage reporting method available
  • Commercial account manager structure and oversight
  • Fees or charges, if needed
  • Terms and conditions for vendors
  • Privacy policy
  • Changes to enforcement and adjudication
  • Changes to reduce costs

Primary Use:

Update business rules and operational policies to support growth and transition.


Best Practices/Lessons Learned:

  • Maintain and review lessons learned from one’s own state and other states.
  • Involve vendors; listen to their suggestions and lessons learned.
  • If the law does not allow certain desirable changes, plan for future legal updates (see Support Legislation to Enact Preferred RUC Expansion Strategy building block).

State Government Context and Assumptions:

This task is performed by the implementing RUC agency in coordination with lawmakers. Operational policy review and update should begin immediately after growth-enabling legislation passes, and it may be revisited as often as needed after that.
