Description:
As the RUC program transitions and grows, it will be necessary to update the evaluation plan developed during the setup phase. This task involves making changes to evaluate the program based on the larger size, as well as incorporating any other changes made to the program through the legislation to enable transition or growth. In particular, it may be necessary to add to or change distributional and equity metrics as the program grows.
Details:
Review program evaluation plan and determine changes to existing plan and metrics, as well as any additional metrics that may be needed as the program grows. For new or changed metrics, add any new data recording and reporting requirements needed. Determine how data need to be illustrated to record trends. Ensure that major system changes are recorded to help identify any potential impact on metrics.

- Leverage lessons learned from the initial program.
- Ensure that any trends in metrics are recorded (e.g., by recording daily, weekly, or monthly values of each metric). Investigate and explain any unexpected trends.

- If needed, use metrics that can account for switching mileage reporting methods or commercial account managers.
- Incorporate cost metrics as needed.
