Memorandum: Airport Emission Reduction Guidance
Abstract
This memorandum presents a program to reduce emissions from airport vehicles and infrastructure. Under this program, the FAA will approve funding of projects to voluntarily reduce emissions at airports. In turn, the airport will receive emission reduction credits that can be used for demonstrating conformity under the General Conformity program or as New Source Review (NSR) offsets. This memorandum transmits the Airport Emission Reduction Credit Guidance to help implement this program.
The Vision 100—Century of Aviation Reauthorization Act (the Vision 100 Act), signed into law in December 2003, establishes a program to reduce emissions from airport vehicles, ground support equipment (GSE), and infrastructure at commercial service airports in air quality non-attainment and maintenance areas. The Vision 100 Act directs the Administrator of EPA, in consultation with the Secretary of the U.S. Department of Transportation/FAA, to issue guidance on how to ensure that airport sponsors receive appropriate emission reduction credits for carrying out projects described in the Vision 100 Act.
This document provides guidance on emission reduction credits for voluntary early emission reduction programs at airports under the General Conformity and NSR programs. The airport programs are intended to reduce criteria pollutants and precursors, improve regional air quality, and accelerate the use of new and cleaner technology.
