EPA Guidance for PM2.5 Permit Modeling

Abstract

This memorandum and attachment provide guidance on demonstrating compliance with the fine particulate matter (PM2.5) National Ambient Air Quality Standards (NAAQS) and prevention of significant deterioration (PSD) increments, especially with regard to considerations of the secondarily formed components of PM2.5. This document reflects the EPA's recommendations for how a major stationary source seeking a PSD permit may demonstrate that it will not cause or contribute to a violation of the NAAQS and PSD increments for PM2.5, as required under section 165(a)(3) of the Clean Air Act and 40 CFR Sections 51.166(k) and 52.21(k).
