This advisory circular (AC) provides guidance for noise control and compatibility planning for airports under Federal Aviation Regulation (FAR) Part 150 and the Aviation Safety and Noise Abatement Act of 1979 (ASNA) (P.L. 96-193). It is intended for use by airport operators, state and local planners and other officials, and interested citizens who may engage in noise control planning.

This advisory circular (AC) provides a model zoning ordinance to be used as a guide to control the height of objects around airports. It is based on the obstruction surfaces described in Subpart C of Federal Aviation Regulations (FAR) Part 77, Objects Affecting Navigable Airspace, current edition. It should be recognized, however, that not all obstructions (objects whose height exceeds an obstruction surface) are a hazard to air navigation.

ACRP Report 16, second edition, is designed to help airport practitioners, owners, operators, managers, and policymakers of small airports, who may have varying degrees of experience and backgrounds, to fulfill their responsibilities in such areas as financial management, oversight of contracts and leases, safety and security, noise impacts, community relations, compliance with federal and state obligations, facility maintenance, and capital improvements. ACRP Research Report 212 provides guidelines for airports on unmanned aircraft systems (UAS) in the areas of managing UAS operations in the vicinity of an airport and engaging stakeholders, incorporating UAS into airport infrastructure and planning, and the potential use of UAS by airport operators. The introduction of UAS presented a wide range of challenges to airports and the National Airspace System. These challenges are further complicated by the dynamic and shifting nature of UAS technologies. Volume 1 provides guidelines for airport operators and managers to interact with UAS operations in the vicinity of airports. The demand for commercial UAS may increase significantly once advanced UAS operations, including beyond visual line of sight operations, operations over people, and operations of multiple UAS by one pilot are allowed through broader regulatory frameworks.

For the purposes of this report, aeronautical special events are defined as those events that involve aviation activities or aircraft.
