The web-only document describes the requirements, identifies the actions that are required and those that are prohibited, identifies exceptions, describes the duration and applicability of the requirements, and discusses the potential consequences of non-compliance.

The CEQ regulations establish procedures for complying with NEPA. In accordance with 40 CFR § 1507.3 of the CEQ regulations, this order contains the FAA's implementing procedures, which supplement those regulations.

This program guidance letter (PGL) establishes a process by which an FAA Region may consider (and the Washington headquarters may approve or disapprove) an airport operator's request for AIP funding in support of ARFF equipment (and, by extension, supporting facilities) beyond the minimum requirements set forth in Part 139. Because the FAA established the minimum ARFF requirements under Part 139 to protect the safety of the traveling public, the FAA has developed this process to ensure that under unusual circumstances, additional ARFF equipment might qualify for additional consideration.

This manual was designed to provide guidance to FAA personnel pertaining to the FAA Airport Compliance Program. This document provides instructions to the FAA’s Airports District Offices (ADO) and Regional Offices of Airports as well as states participating in FAA’s State Block Grant program regarding changes in legal authority under the FAA Reauthorization Act of 2018. This document explains the internal process for reviewing airport layout plan (ALP) changes when new development is proposed by an airport sponsor and provides instructions on release of federal grant obligations and the circumstances under which these actions are necessary. Additionally, this document provides information on the way in which environmental review under the National Environmental Policy Act (NEPA) should address the new limitations on FAA’s regulatory authorities. These are internal instructions for implementation of FAA’s statutorily revised authorities over use of airport property and do not require new actions from airport sponsors.

Advisory Circular (AC) 150/5100-14E, Architectural, Engineering (A/E), and Planning Consultant Services for Airport Grant Projects, requires sponsors to perform a cost analysis for every A/E contract for which reimbursement is expected under the Airport Improvement Program (AIP). This standard operating procedure (SOP) establishes uniform procedures for the FAA Office of Airports (ARP) for receiving, evaluating, and accepting the consultant fee analysis for development projects funded with Airport Improvement Program (AIP) grants.
