Stage 2: Setup<\/span><\/h1>\n

Most road pricing projects and programs progress through four distinct stages. Within each stage, building blocks are key components of building and making RUC policies and systems. Each stage also involves a number of different specific activities, into which the building blocks are organized in the table below.
