Policy Level
Interventions at the policy level involve instituting or amending rules, laws, and policies to support moped/scooter safety within a jurisdiction. At this level, the goal is to establish societal norms for both moped/scooter riders and motorists so that they can share public roads safely, thereby minimizing crashes, injuries, and fatalities.
Moped and Scooter Safety
Moped/scooter laws and regulations are highly variable across states, which often leads to confusion among riders, law enforcement, and licensing/registration officials. Some key areas where those discrepancies are commonly observed are highlighted below.
- Different license requirements by state: Across jurisdictions, moped/scooter licensing requirements range from a state ID card to a standard license or motorcycle endorsement. Due to this high degree of variability, it is especially important to be aware of applicable laws in your state.
- Different helmet laws by state: While some states have enacted universal helmet laws that apply to all moped/scooter operators, others have age-based requirements or no helmet law in effect.
- Higher risk through more distance driven: Increased VMT is associated with increased risk for all vehicle types, including mopeds/scooters.
