Transit and Paratransit Company (TAPTCO)
The Transit and Paratransit Company (TAPTCO) offers six training courses for drivers, leaders, trainers, and mechanics: (1) Transit 2020 Operator Development Course, (2) Paratransit Operator Development Course, (3) the Safety Leadership Course, (4) Trainer Certification Process, (5) Bus/Garage Safety/Occupational Safety and Health Administration (OSHA) Compliance, and (6) Commercial Driver’s License (CDL) Written Test Training Course. The cost of the training programs varies.
Transit Safety and Security Program (TSSP)
The Transit Safety and Security Program (TSSP) of the Transportation Safety Institute was established to offer educational opportunities and training to the transit industry. TSSP is a certification program that supports FTA in meeting its federal training mandate by developing, managing, and delivering instructor-led course offerings and e-learning technologies. A transit professional who successfully completes the four required courses within a consecutive three-year timeframe is eligible to apply for certification. The four required courses, which are classroom-based with activities and exercises: (1) Transit Bus System Safety, (2) Fundamentals of Bus Collision Investigation, (3) Transit System Security, and (4) Effectively Managing Transit System Emergencies.
APTA Bus Safety Program MAP-21 Assessment
The American Public Transportation Association (APTA) Bus Safety Program MAP-21 Assessment is a peer review program that provides agencies with a short and focused onsite review resulting in a foundational assessment of their current safety program and establishing a framework from which they can meet the FTA’s MAP-21 [the Moving Ahead for Progress in the 21st Century Act (P.L. 112-141)] safety plan regulations. The peer review can also identify any gaps in agency safety programs as well as opportunities to enhance existing safety efforts through information sharing with peers on industry practices and benchmarking best practices.
Passenger Assistance Safety and Sensitivity Trainer and Driver Certification
The Community Transportation Association of America’s Passenger Assistance, Safety and Sensitivity (PASS) driver training program, focuses on non-emergency medical transportation trips, Americans with Disabilities (ADA) paratransit services, and specialized transit for older passengers and human and social services riders. Through its training, the PASS program aims to ensure that these passengers are transported safely, sensitively, and carefully. There are three PASS programs, all of which are available in English and Spanish. PASS On-Line is a seven-module online course. PASS Classroom is available on a scheduled basis and is a two-day course that replicates PASS On-Line in addition to providing hands-on wheelchair safety and securement training.
The Smith System
The Smith System is a driver safety program that is widely utilized in the trucking industry, but provides training for all types of vehicles including automobiles, light- and medium-duty trucks, heavy-haul trucks, passenger vehicles, and motorcycles. The Smith System offers three core driver-training programs: Driver Direct®, DriverTrainer, and SmithELearning. The Smith System also offers a cloud-based driver safety management system, KeySix.
Plan ahead, Analyze the surroundings, Communicate with others, Execute safe driving (PACE)
PACE stands for Plan ahead, Analyze the surroundings, Communicate with others, and Execute safe driving. Marsh USA initially developed PACE. Now this online/DVD training is delivered exclusively by Atlantic Training (see the interactive training section). There are two versions of the PACE course. One is for commercial vehicles and the other is for passenger vehicles. Videos contain real life scenarios and animation. The program demonstrates elements of traffic, at-risk behaviors that lead to collisions, and how to avoid collisions using PACE.
Lytx/Drive Cam
Lytx provides fleet telematics, a combination of telecommunications and informatics, or the use of technology to collect and disseminate data. There are five components available as part of a package of telematics equipment: (1) an engine control module that tracks speed, odometer readings, brake use, etc.; (2) a GPS tracking or other mobile resource management system that reveals vehicle location and speed; (3) video cameras that capture driver reactions and behavior as well as road conditions, other driver behavior, and views of the cargo; (4) advanced driver assistance systems that monitor and record following distance, lane departure, and distance to other vehicles/objects; and (5) electronic logging devices that capture various data about the driver and the vehicle. Lytx does not appear to provide driver training, but it does offer DriveCam Academy, a one-day course on how to prevent collisions and reduce risk.
eDriving
eDriving offers Virtual Risk Manager, a five-component system consisting of (1) safety culture – a central tenet of their approach; (2) RoadRISK® – a research-validated predictive risk assessment tool; (3) DriverINDEX® – an all-in-one driver performance management system; (4) RiskCOACH – an online training and resource library for managers and drivers; and (5) benchmarking analytics. eDriving primarily markets a smartphone app called “Mentor” that captures telematics and delivers 3- to 5-minute micro-training modules. Mentor collects, analyzes, and scores data on driving behaviors such as acceleration, braking, cornering, (device) distraction, and speeding and provides clear performance progress and in-app training to help drivers change their driving behavior and reduce their risk of collisions.
MarshPACE
Marsh Risk Consulting administers safety management assessments, promotes driver intervention programs, and implements fleet safety management controls. In addition to evaluating current organizational fleet safety practices and working with drivers, managers, and supervisors to improve safe driving, Marsh’s services include conducting a fleet safety gap analysis, benchmarking, providing driver hiring standards, and consulting on recruitment and retention of drivers, as well as driver recognition.
Occupational Safety and Health Administration Voluntary Protection Programs (VPP)
The Occupational Safety and Health Administration’s (OSHA’s) Voluntary Protection Programs (VPP) recognize businesses and worksites that show excellence in occupational safety and health. The Voluntary Protection Program Participants’ Association (VPPA) is a coalition of VPP member organizations. The VPP and VPPPA are models of overarching peer support systems, reflecting best practices and encouraging best practices by example.
Highway Traffic Safety Professional Certificate
The Highway Traffic Safety Professional Certificate (HTSP) is available to National Highway Traffic Safety Administration (NHTSA) employees and law enforcement personnel. The HTSP consists of six core courses: Foundations of Highway Safety, Milestones of Highway Safety Program Development, NHTSA Highway Safety Grants Management, Data Driven Highway Safety Planning, Management Review (regional program managers only), and Effective Speaking and Presenting. In addition, there are six specializations that safety professionals may complete: Occupant Protection, Impaired Driving, Speed/Aggressive Driving, Pedestrian/Bicycle Program Management, Vulnerable Road Users, and Law Enforcement Liaison.
Road Safety Professional 1
This certification program is administered by the Transportation Professional Certification Board Inc. The certification for professionals in a variety of road-safety-related disciplines demonstrates competence in road safety principles.

Atlantic Partners EMS
Atlantic Partners EMS provides educational and training services to healthcare facilities, public safety organizations, private-/public-sector corporations, and emergency medical services.
Commercial Vehicle Safety Alliance
The Commercial Vehicle Safety Alliance (CVSA) is a nonprofit association comprised of local, state, provincial, territorial, and federal commercial motor vehicle safety officials and industry representatives. CVSA aims to achieve uniformity, compatibility, and reciprocity of commercial motor vehicle inspections and enforcement by certified inspectors throughout Canada, Mexico, and the United States.
Drive Smart Virginia
DRIVE SMART Virginia is a non-profit organization that promotes traffic safety in the Commonwealth of Virginia through education and outreach. This is accomplished through fostering community partnerships, offering interactive simulator programs, giving workplace and school presentations, attending outreach events, advocating for traffic safety initiatives, and conducting an annual Distracted Driving Summit. DRIVE SMART Virginia also creates, designs, and distributes educational campaigns and materials.
LA DOTDPublic Transportation Division
The stated mission of the Public Transportation Program is to improve public transit throughout the state. The relevant goals of this program include (1) enhancement of access to critical functions such as health care and employment, (2) support of public transportation in rural and small urban areas, and (3) encouragement of private transportation provider participation.
National Association of State Emergency Medical Services Officials
The National Association of State Emergency Medical Services (EMS) Officials (NASEMSO) is a national organization for state EMS professionals that works to improve EMS policy with comprehensive concern for and commitment to the development of effective, integrated, community-based, universal, and consistent EMS systems. NASEMSO resources include reference documents, best practices, links of interest, and a network of subject matter experts to assist state EMS directors and administrators.
North Dakota DOT -Transportation Safety Division
The North Dakota Department of Transportation, North Dakota Highway Patrol, and the North Dakota Department of Health instituted a traffic safety strategy, Vision Zero, in 2018. Vision Zero is based on the premise that motor vehicle fatalities and serious injuries are preventable and encourages travelers and drivers to take personal responsibility for compliance with safety requirements.
National Safety Council
The National Safety Council (NSC) is a nonprofit safety advocate focusing on the areas of workplace, roadway, and impairment. In addition to advocating for safety, the organization provides consulting, training, educational resources, and tools to improve safety in workplaces, on roads, and in communities.
Voluntary Protection Programs Participants’ Association
The Voluntary Protection Program Participants' Association (VPPA) is a coalition of member organizations in OSHA's VPP. The work of the VPPPA is focused on cooperative occupational safety, health, and environmental management systems. VPPPA provides national and regional advocacy, education, and resources.
