CSPP Process
The phases of the construction safety and phasing plan (CSPP) process are shown in the graphic below. A general description of each phase is shown below the graphic. Details about each phase can be accessed by clicking on each phase or the safety and collaboration foundation in the graphic below.
Each phase of the CSPP process and the culture development/management foundation are discussed below:
- Pre-CSPP Activities Phase: While a project is still in the planning phases (e.g., prior to design), it is important that high-level project impacts, key stakeholders, safety requirements, and other drivers of CSPP development are identified. This includes determining whether a formal CSPP will be required, specific safety requirements [e.g., safety risk management (SRM) panel, safety risk assessment (SRA)] applicable to the project, and other factors relevant to scoping the design process. Additionally, this phase involves the airport identifying or developing any project-specific construction guidelines or other requirements that will influence construction safety.
- Initial CSPP Development Phase: This phase includes the development of the CSPP from the time the project design effort is initiated until the CSPP is officially approved by the FAA.
- CSPP Implementation Phase: This phase focuses on the implementation of the CSPP including pre-construction coordination; development, review, and approval of the safety plan compliance document (SPCD); and confirmation that the contractor’s personnel receive proper training. This phase ends before construction begins.
- CSPP Management Phase: Once construction begins, the CSPP management phase focuses on the ongoing processes of safety training, compliance, promotion, and hazard identification as well as the process of handling changing conditions that may require revisions to the original CSPP and SPCD.
- Culture Development/Management – Safety and Collaboration: While not technically a phase within the CSPP process, developing and continuing to promote a spirit of safety and collaboration throughout all phases of the CSPP process was found to be critical to the successful development, implementation, and management of a CSPP. As a result, it is depicted as a foundational element of the entire CSPP process.
