The regulations and procedures used to conduct environmental reviews pursuant to <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;National Environmental Policy Act&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">NEPA<\/span> vary by agency. The <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span> has issued two orders to provide guidance to airport operators when implementing <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;National Environmental Policy Act&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">NEPA<\/span>:<\/p>\n<ul>\n<li><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span> <a target=\"_blank\" href=\"http:\/\/www.faa.gov\/airports\/resources\/publications\/orders\/environmental_5050_4\/\">Order 5050.4B, <i><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;National Environmental Policy Act&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">NEPA<\/span> Implementing Instructions for Airport Actions<\/i><\/a> (April 2006); and<\/li>\n<li><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span> <a target=\"_blank\" href=\"http:\/\/www.faa.gov\/about\/office_org\/headquarters_offices\/apl\/environ_policy_guidance\/policy\/faa_nepa_order\/\">Order 1050.1F, <i>Environmental Impacts: Policies and Procedures<\/i><\/a> (July 2015). Order 1050.1F includes an Environmental Desk Reference, which was also updated in July 2015, and includes important background regarding the evaluation of individual environmental resources and summaries of applicable regulations.<\/li>\n<\/ul>\n<p><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span> revises and reissues these orders periodically in response to changes in regulations and available technology.<\/p>\n<h4>Extent of Environmental Analysis<\/h4>\n<p>If a proposed airport improvement or development requires a federal action by the <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span> or another federal agency, it must adhere to <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;National Environmental Policy Act&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">NEPA<\/span>. At airports, a federal action that requires <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;National Environmental Policy Act&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">NEPA<\/span> approval includes projects that include federal funds or a decision by <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span> to include a proposed project on the Airport Layout Plan. Both <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span> Orders identify the broad categories of environmental resources that must be considered when performing an environmental analysis pursuant to <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;National Environmental Policy Act&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">NEPA<\/span>, but <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span> acknowledges that the resources may vary according to the type of project proposed and its location. The environmental resources that must be considered during an environmental evaluation pursuant to <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;National Environmental Policy Act&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">NEPA<\/span> include:<\/p>\n<div class=\"row\">\n<div class=\"col-xs-12 col-md-6\">\n<ul>\n<li>Air Quality<\/li>\n<li>Climate<\/li>\n<li><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Department of Transportation&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">DOT<\/span> Section 4(f) Resources<\/li>\n<li>Hazardous Materials, Solid Waste and Pollution Prevention<\/li>\n<li>Land Use<\/li>\n<li>Noise and Noise-Compatible Land Use<\/li>\n<li>Water Resources<\/li>\n<li>Socioeconomics, Environmental Justice, and Children&rsquo;s Environmental Health and Safety Risks<\/li>\n<li>Biological Resources<\/li>\n<li>Coastal Resources<\/li>\n<li>Farmlands<\/li>\n<li>Historical, Architectural, Archeological, and Cultural Resources<\/li>\n<li>Natural Resources and Energy Supply<\/li>\n<li>Visual Effects<\/li>\n<li>Cumulative Impacts<\/li>\n<li>Irreversible and Irretrievable Commitment of Resources<\/li>\n<\/ul><\/div>\n<\/div>\n<p>Since not every airport is the same or has the same environmental resources, the resources addressed in an environmental analysis can vary. If a resource is not present, it is not addressed in the analysis. For example, your airport might not be located in an area near coastal resources, but it might include important geological resources.<\/p>\n<p>The <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span> acknowledges that not all actions are likely to cause the same types or extent of environmental impacts, and it has identified three types or levels of analysis.<\/p>\n<ul>\n<li><span style=\"font-weight: bold\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Categorical Exclusion&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">CATEX<\/span><\/span> &ndash; A <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Categorical Exclusion&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">CATEX<\/span> applies to categories of actions that the <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span> has determined, based on previous experience, do not have significant individual or cumulative impact on the quality of the human environment except in extraordinary circumstances. A <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Categorical Exclusion&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">CATEX<\/span> is not an exemption or waiver of <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;National Environmental Policy Act&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">NEPA<\/span> review; it is a level of <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;National Environmental Policy Act&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">NEPA<\/span> review and documentation that must be prepared for the project file to identify why no additional environmental review is necessary. Chapter 5, Categorical Exclusions, of <a target=\"_blank\" href=\"https:\/\/www.faa.gov\/documentLibrary\/media\/Order\/FAA_Order_1050_1F.pdf\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span> Order 1050.1F <i>Environmental Impacts: Policies and Procedures<\/i><\/a> paragraph 5-6, provides a list of topics that <i>normally do not individually or cumulatively have a significant effect on the human environment<\/i> and that may be categorically excluded in the absence of extraordinary circumstances.<\/li>\n<li><span style=\"font-weight: bold\"><span class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Environmental Assessment&lt;\/div&gt;\"  data-mobile-support=\"0\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex='0' role='link'>EA<\/span><\/span> &ndash; An <span class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Environmental Assessment&lt;\/div&gt;\"  data-mobile-support=\"0\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex='0' role='link'>EA<\/span> is prepared by an airport sponsor to determine whether a proposed action will cause a significant effect on the human environment. A significant effect would exceed regulatory thresholds\/limits. An <span class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Environmental Assessment&lt;\/div&gt;\"  data-mobile-support=\"0\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex='0' role='link'>EA<\/span> describes a proposed project and its alternatives, summarizes the environmental analysis and conclusions, and is circulated to the public. The public may comment on an <span class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Environmental Assessment&lt;\/div&gt;\"  data-mobile-support=\"0\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex='0' role='link'>EA<\/span>. Based on the <span class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Environmental Assessment&lt;\/div&gt;\"  data-mobile-support=\"0\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex='0' role='link'>EA<\/span> analysis, <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span> will either approve the proposed action by issuing a <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Finding of No Significant Impact&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FONSI<\/span> or require further analysis. If further analysis is required, the <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span> will work with the airport operator to prepare an <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Environmental Impact Statement&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">EIS<\/span>. Chapter 6 of <a target=\"_blank\" href=\"https:\/\/www.faa.gov\/documentLibrary\/media\/Order\/FAA_Order_1050_1F.pdf\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span> Order 1050.1F Environmental Impacts: Policies and Procedures titled <i>Environmental Assessments and Findings of No Significant Impact<\/i><\/a> provides guidance on <span class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Environmental Assessment&lt;\/div&gt;\"  data-mobile-support=\"0\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex='0' role='link'>EA<\/span> preparation. <\/li>\n<li><span style=\"font-weight: bold\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Environmental Impact Statement&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">EIS<\/span><\/span> &ndash; Under <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;National Environmental Policy Act&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">NEPA<\/span>, the <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span> must prepare an <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Environmental Impact Statement&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">EIS<\/span> for proposed actions that can cause a significant effect on the human environment by exceeding regulatory thresholds\/limits and for which mitigation is not available to reduce those impacts below regulatory thresholds. An <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Environmental Impact Statement&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">EIS<\/span> describes a proposed project and its alternatives, summarizes the environmental analysis and conclusions, and is circulated to the public. The public may comment on an <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Environmental Impact Statement&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">EIS<\/span>. If <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span> approves the proposed action upon completion of the <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Environmental Impact Statement&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">EIS<\/span>, it will issue a <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Record of Decision&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">ROD<\/span>.
