To highlight the critical role that <attr class=\"tooltipBackground\" data-toggle=\"tooltip\" data-placement=\"top\" title=\"\" data-original-title=\"General Aviation\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;General Aviation&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">GA<\/span><\/attr> airports play in the national aviation system, the <attr class=\"tooltipBackground\" data-toggle=\"tooltip\" data-placement=\"top\" title=\"\" data-original-title=\"Federal Aviation Administration\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span><\/attr> published two reports: <i>General Aviation Airports: A National Asset (ASSET 1)<\/i> and <i>ASSET 2: In-Depth Review of the 497 Unclassified Airports<\/i>. These reports advanced the findings of the <attr class=\"tooltipBackground\" data-toggle=\"tooltip\" data-placement=\"top\" title=\"\" data-original-title=\"National Plan of Integrated Airport Systems\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;National Plan of Integrated Airport Systems&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">NPIAS<\/span><\/attr> and provided a further breakdown of how general <attr class=\"tooltipBackground\" data-toggle=\"tooltip\" data-placement=\"top\" title=\"\" data-original-title=\"General Aviation\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;General Aviation&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">GA<\/span><\/attr> airports are used and what role they play in each community, region, state and the nation.<\/p>\n<h4><em style=\"text-decoration:underline\">ASSET 1<\/em><\/h4>\n<p>The purpose of the ASSET 1 report was to classify <attr class=\"tooltipBackground\" data-toggle=\"tooltip\" data-placement=\"top\" title=\"\" data-original-title=\"General Aviation\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;General Aviation&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">GA<\/span><\/attr> airports found in the <attr class=\"tooltipBackground\" data-toggle=\"tooltip\" data-placement=\"top\" title=\"\" data-original-title=\"National Plan of Integrated Airport Systems\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;National Plan of Integrated Airport Systems&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">NPIAS<\/span><\/attr> by categories that would better demonstrate the role of the airport. Under the <attr class=\"tooltipBackground\" data-toggle=\"tooltip\" data-placement=\"top\" title=\"\" data-original-title=\"National Plan of Integrated Airport Systems\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;National Plan of Integrated Airport Systems&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">NPIAS<\/span><\/attr>, there is no separation of <attr class=\"tooltipBackground\" data-toggle=\"tooltip\" data-placement=\"top\" title=\"\" data-original-title=\"General Aviation\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;General Aviation&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">GA<\/span><\/attr> facilities. Metrics considered when categorizing airports include:<\/p>\n<ul>\n<li>Number of commercial service or cargo operations<\/li>\n<li>Level of activity (operations and based aircraft types)<\/li>\n<li>Located in a metropolitan \/ micropolitan statistical area<\/li>\n<li>Use by federal agencies<\/li>\n<li>Distance from other <attr class=\"tooltipBackground\" data-toggle=\"tooltip\" data-placement=\"top\" title=\"\" data-original-title=\"National Plan of Integrated Airport Systems\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;National Plan of Integrated Airport Systems&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">NPIAS<\/span><\/attr> airports<\/li>\n<\/ul>\n<p>Using specific quantitative criteria established by the 2012 ASSET 1 report, <attr class=\"tooltipBackground\" data-toggle=\"tooltip\" data-placement=\"top\" title=\"\" data-original-title=\"General Aviation\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;General Aviation&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">GA<\/span><\/attr> airports were divided into four categories as described below:<\/p>\n<ul>\n<li><strong>National<\/strong> &ndash; Supports the national and state system by providing communities access to national and international markets in multiple states and throughout the United States.<\/li>\n<li><strong>Regional<\/strong> &ndash; Supports regional economies by connecting communities to statewide and interstate markets.<\/li>\n<li><strong>Local<\/strong> &ndash; Supplements local communities by providing access primarily to intrastate and some interstate markets.<\/li>\n<li><strong>Basic<\/strong> &ndash; Supports <attr class=\"tooltipBackground\" data-toggle=\"tooltip\" data-placement=\"top\" title=\"\" data-original-title=\"General Aviation\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;General Aviation&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">GA<\/span><\/attr> activities such as emergency service, charter or critical passenger service, cargo operations, flight training, and personal flying.<\/li>\n<\/ul>\n<h4><em style=\"text-decoration:underline\">ASSET 2<\/em><\/h4>\n<p>Following the initial ASSET 1 report, nearly 500 airports remained unclassified because they did not fit into any of the four categories using the established criteria. This was a concern because funding for unclassified airport projects is limited. Specifically, the <attr class=\"tooltipBackground\" data-toggle=\"tooltip\" data-placement=\"top\" title=\"\" data-original-title=\"Airport Improvement Program\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Airport Improvement Program&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">AIP<\/span><\/attr> Handbook says the following with regard to funding unclassified Asset airport projects: <i>By <attr class=\"tooltipBackground\" data-toggle=\"tooltip\" data-placement=\"top\" title=\"\" data-original-title=\"Federal Aviation Administration\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span><\/attr> policy, airports that are not classified as National, Regional, Local, or Basic airports in the latest edition of the <attr class=\"tooltipBackground\" data-toggle=\"tooltip\" data-placement=\"top\" title=\"\" data-original-title=\"Federal Aviation Administration\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span><\/attr> Asset report are only eligible for a project to rehabilitate the airport&rsquo;s primary runway at a frequency not to exceed 10 years, a one-time project to remove obstructions from each end of the primary runway, and runway maintenance projects allowed per 49 USC &sect; 47102(3)(H). In cases where there is extraordinary justification and APP-500 has concurred with that justification, other projects may be considered.<\/i> Because these airports are important enough to be included in the <attr class=\"tooltipBackground\" data-toggle=\"tooltip\" data-placement=\"top\" title=\"\" data-original-title=\"National Plan of Integrated Airport Systems\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;National Plan of Integrated Airport Systems&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">NPIAS<\/span><\/attr>, the <attr class=\"tooltipBackground\" data-toggle=\"tooltip\" data-placement=\"top\" title=\"\" data-original-title=\"Federal Aviation Administration\"><span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span><\/attr> sought to classify these remaining airports into one of the four ASSET categories. To accomplish this task, a follow-up ASSET 2 report was published in an attempt resolve the issue.
