{"id":639,"date":"2016-10-12T19:44:22","date_gmt":"2016-10-12T19:44:22","guid":{"rendered":"http:\/\/crp.trb.org\/acrp0331\/?page_id=639"},"modified":"2016-11-30T18:00:27","modified_gmt":"2016-11-30T18:00:27","slug":"consider-a-part-150-study","status":"publish","type":"page","link":"https:\/\/crp.trb.org\/acrpwebresource1\/consider-a-part-150-study\/","title":{"rendered":"Consider a Part 150 Study"},"content":{"rendered":"<h1>Consider a Part 150 Study<\/h1>\n<p>A Code of Federal Regulations <a href=\"http:\/\/www.ecfr.gov\/cgi-bin\/text-idx?SID=f8e6df268e3dad2edb848f61b9a0fb51&amp;mc=true&amp;node=pt14.3.150&amp;rgn=div5\" target=\"_blank\">Part 150 Noise Compatibility Study<\/a> is a voluntary study prepared by an airport to define the five-year vision of compatibility between an airport and the surrounding communities. <a href=\"http:\/\/crp.trb.org\/acrpwebresource1\/wp-content\/uploads\/sites\/7\/2016\/10\/A2_Resource-part150NoiseControlandCompatibilityPlanningforAirports.pdf\" target=\"_blank\">Part 150 of the <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Regulations&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAR<\/span>, <i>Noise Control and Compatibility Planning for Airports<\/i><\/a>, was enacted in 1981 and establishes guidelines for a program that:<\/p>\n<ul>\n<li>Measures current and future aircraft noise levels and their associated effects on the surrounding communities. <\/li>\n<li>Outlines actions that will reduce or minimize aircraft noise over sensitive areas. <\/li>\n<li>Establishes land use guidelines to address compatibility between the airport and its surrounding communities. <\/li>\n<li>Identifies areas where aircraft noise is present and encourages land uses that are compatible. <\/li>\n<li>Develops a comprehensive Noise Compatibility Program for the airport. <\/li>\n<\/ul>\n<p>A Part 150 Study includes Noise Exposure Maps that define the existing and future aircraft noise exposure boundaries surrounding the airport and a Noise Compatibility Plan to identify mitigation measures that could correct surrounding non-compatible land uses.<\/p>\n<p>Although studies are not normally required, a Part 150 Study may be a requirement for some projects. A Part 150 Study is a pre-requisite for federal funding, authorized by <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span>, to mitigate aircraft noise impacts to the surrounding community. Funding to conduct a Part 150 Study may be available through an <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span> <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Airport Improvement Program&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">AIP<\/span> planning grant. Recommended noise mitigation measures may also be eligible for <span class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;Federal Aviation Administration&lt;\/div&gt;\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">FAA<\/span> funding.<\/p>\n<p>A noise study can also be conducted voluntarily without federal funding. When a noise study is conducted outside of the formal requirements of a Part 150 Study, the airport has some leeway with regard to the scope and detail of the plan. It can be tailored to an airport&rsquo;s and community&rsquo;s needs and can help create a dialogue between the airport and the surrounding community.
